The fact that Jimbo is fighting so hard to keep him should tell you a lot about his abilities as an OC.
Jimbo is calling the plays anyway and could easily find another OC to come in and do the same job. He didn't have to match UM's offer he could've just let him walk. Clearly Jimbo feels like Coley was instrumental in his offense's success to the point where he's fighting to keep and even willing to give up some of his own responsibilities to keep him and that's a good enough endorsement for me.
OR,
Jimbo knows that Coley is the primary recruiter left on this staff, and that they are in a tight race for a bunch of big time kids, and he doesnt want to lose his last best recruiter to their cross state rival, two weeks before signing day. I honestly think this is more about recruiting, than about Coley's ability as an OC, from Jimbo's perspective. Jimbo staff has imploded this year. HAd they not lost SO many coaches, I think he would probably have let Coley walk.
