Austin. 100%.
Houston is a sprawl, whose roadways resemble a full bowl of spaghetti. The first day I was there, I nearly collided my car with a rental carrying Mark Henry and D-Lo Brown (they were in town for a PPV). The latter was 1998, and it has only grown worse since. As I said, roadways are a confusing mess the likes I have never seen before. Drivers are aggressive and erratic - possibly because even residents are confused by the sudden off ramps that exist on either the left or right sides of the road. There is also no land management...no commonality or theme except for the Galleria area. And even there - the last time we were there in 2015 they had taken the parking lot for their otherwise nice mall and made it pay to park.
