I think he's saying Pete Carroll was a major reason why USC got hit hard with sanctions. I don't think that's really "ran into the ground" though. RS and his staff recruited JH, that their fault. Recruit an Andrew Luck, Robert Griffin, or maybe even a Geno Smith, etc.... You don't have to stick with Jacory. Better yet, if you Recruit multiple QBs who can compete for the spot, if one starts throwing picks, you have another suitable replacement right behind him.
