Sorry if this is off topic, but what is to stop these kids that get bags from just telling the school (boosters) that gave money to pound sand and go where they want to go anyway? It's like robbing another criminal, who they going to tell? Am I missing something in all seriousness?

Not really an apples to apples comparison because the donor is not involved in a crime, only an NCAA violation.
Regardless, easy to call in with an anonymous tip.
Tax evasion is no joke. The IRS will put you in jail and freeze your bank account without due process and they CAN.
Agreed but donor is also involved in a crime. If you gift more than $14k in a year you are required to declare it to IRS and are responsible for paying the tax, not the recipient. Unless donor does some good estate planning and uses their lifetime exemptions, which is unlikely they would be doing with recruits, they would be in more trouble than the recipient.
I wonder what the laws are if you gift to a church? Back a few years ago I was on vacation at a resort in Antigua. Got talking to a BAMA homer.
