What do they write it off as…a charitable donation…in the spectrum of NIL that’s illegal.

Maybe not as charity but the more money your company spends on payroll, the lower your tax bill should theoretically be. I know this is probably waaayy to basic and there's a million rules and loopholes but it's got to be better than giving away cash and getting no benefit out of it.
