Problem is that milroe can't really do all those at a high level consistently either. I see what you're saying but this is situational as well. If a d1 qb can't reliably throw a quick out or a 10 yard out, how well can he execute a 2 min offense?
A deep out is one not many guys can throw and why it's typically called an nfl throw. Milroe threw one at the end of the game today and missed pretty bad, but he also threw one toward the near sideline today and he also missed that one bad and it puts his team behind the sticks and limits what the OC can call and what route options they can incorporate. We saw this with rosier a lot.
