If the penalties do not include a bow ban, UM will accept them.
If it is a reduction of 10 per year, they will appeal because it mitigates them. You take your 26 studs this year, and only offer 15 scholarships in 2015 and 2016. Unfortunately 25-30 leave every year (graduation, injury, playing time, etc...). You have 75 now, so that gets you to 2015, but then at the beginning of 2016, you are playing with 65 players.
If it is 5 scholarships a year and no bowl ban, UM accepts the punishment. More than 5, they have to appeal. They are at 75 now, so they already "paid" penalties this year. A bowl ban is a GUARANTEED lawsuit (and UM will win). UM just finished raising $1,5 billion. Another bow ban means $10 million loss in revenue, minimum, and a lawsuit is a high probability of much more than $10 million. Bow ban = lawsuit. NCAA will NOT ban us again.
