One can easily argue...for Carson Beck...a grad transfer AND a person who listed his name in the Portal as "no contact"...
That if Beck wants to go to Miami, what can "the Portal" do for him? Or to prevent him? He has fulfilled what the NCAA "claims to want" (college diploma earned) and he knows where he wants to go. How/why is that a problem?
And, really, the only difference with Xavier Lucas is that he just finished his first year, and is not yet a graduate. Still, he is from SoFla, and for WHATEVER reason...if he wants to go to Miami...how can the Portal limit him? He may want to be close to his family. He may want to change his major to Marine Science. He may have a girlfriend in SoFla who is pregnant. There are a lot of legitimate NON-SPORTS reasons why he may want to transfer, and saying that "you only have 10 days in which to originate that decision" is bull****. Particularly compared to other non-athlete students.
I know, I know, some people are swearing that the Portal is ruining college sports. OK. Maybe. But why should student-athletes be limited from doing whatever any other student can do?
Given the long losing streak the NCAA is on lately, they are very likely to lose a case like this.

I think the only appropriate thing to do at this point is really stick it to Wisconsin by tampering with Dyon'i Hill and giving him $1.5 million to come back.
