Heitner is right on this one. If the deal is with the collective, regardless whether Lucas has honored it, Wisconsin can't preclude him from entering into the portal on that basis. As an outsider, it seems to me Fickell wants to keep him from portal and then persuade Lucas/family to change their mind.
