His family started the conversation with Miami… allegedly. He had good reason that he wanted to stick to Wisconsin last year and went on good terms and Miami said he’s welcome back anytime just let us know when. And they did.

I’m with you. Timing alone will never prove to be tampering in college football anymore than it is in the NBA in which a free agent amazingly signs with a new team 2 seconds after the free agent window opens. And frankly, considering that the penalty is typically a fine, most NBA teams will accept the fine if that means they get the player they want.

I have no problem with any of it because unless there is a rule that the situation you described cannot occur, we should do what we can to improve. And even if there is a rule, if the penalty is worth the risk, take the risk.
