IPF just isn't for bad weather. You can also use to improve sideline to field communication (and vice versa) by blasting noise on the speakers. It will be impossible to hear anything in an enclosed environment.

FSU spent $15 million on their's last year so adjusting for s.fla pricing, I would say UM is looking at $18-$20 million to build a IPF in Coral Gables. FSU initially estimated construction cost of $12.7 million when they broke ground in 2012, with a max cost of $15 million. Va Tech is building one for $7 million, talk about cost of living differential.
