I am not into these coaching hire things and what kind of rules exist. I dont know if there is a punishment for interviewing HC candidates if you already have made your choice. However, interviewing someone for the sake of the Rooney Rule whilst already having a HC employed is a very, very serious allegation.

They would have to prove that via these text messages tho and whether they can do that, I do not know.
