I'm going to go through this one last time, and I'm ignoring whiny, ****y Calinative, who is going to fight and **** until the end of time on one of the dumbest subjects known to man.
Bender, you may not be aware of this, being from Germany, so I grant you a reprieve.
The RULES OF FOOTBALL, regardless of the NFL or college differences, have ALWAYS prohibited the use of multiple numbers on the field at the same time. In the olden days, before the use of "names" on jerseys, and lots of different colors, you frequently saw "home white" jerseys and "away gray" jerseys. There wasn't a lot of differentiation, thus the RULES OF FOOTBALL (and many other sports) would specifically prohibit the use of the same jersey numbers at the same time, which was intended to prevent confusion.
What dip****s like Calinative fail to take into account is that there have been two sets of rules and guidelines in place since the beginning of the the sport. As people have overly focused on, there are absolutely rules of PARTICIPATION that state that you may not have two of the same jersey number on the field at the same time (and why the rule specifies "position", only God knows). There are also rules of jersey number assignment that exist separately. For instance, once college football decided to allow the use of jersey number 0, the rule of jersey number assignment was changed to allow jersey number 0, while "Calinative's favorite cut-and-paste" of the participation rules was not changed. And the policy for quite some time has been to issue separate (but identical) jersey numbers to an offensive player and a defensive player.
By way of explanation, this is not an issue in the NFL because of the 53-man roster limitation. But with schools like Nebraska, which has long prided itself on a walk-on system that often put nearly 150 players on their roster (but no longer allowed under the new 2025 rules), the issuance of double numbers to offense and defense allows for the use of up to 200 jerseys.
From a practical standpoint, then, you move on to how things work, administratively. If a defensive player is already on the field, and the punt returner comes into the game, then historically, by the rules of football (which most Americans not named "Calinative" understand to refer to both the enacted statutory rules and the unwritten rules, similar to what you see in baseball) you put a replacement jersey on the player who comes into the game for one play, which you would not have to do for a punt returner who is already a defender and already on the field.
Now, you can protest that these rules and practices are "stupid". But the reality is that it is administratively impossible for the coaches and the officials to do a statistical sampling process on EVERY PLAY to compare EVERY JERSEY NUMBER against every other jersey number. The stupidity of the "same position" language in the rule seemingly would "allow" a linebacker and defensive back to wear the same number, so long as they are not on the field at the same time, but this is also ridiculous. And yet nobody every attempts such a stupid concept, as it would be a situation that you would need to monitor for 80 or 100 plays a game, always checking to make sure you don't send your linebacker and defensive back onto the field at the same time. But that's a tangent.
Regardless of whether you think it's a stupid rule to prevent multiple versions of the same number on the field at the same time, those rules have been in place for as long as football. And from a practical standpoint, the rule would be impossible to administer if there weren't practical rules of administration.
And because we have a handful of ****y ***** who continue to complain about the very practical rules and guidelines of football that necessitate this discussion (not to mention the ongoing catering to the vanity of players who all want to wear certain jersey numbers), I took the following picture when I was down on the field at the Pop Tarts Bowl...
