Simple question...complex answer. Let me try...

1. A school is limited to a total of 85 scholarships. This rule overrides all others.
2. Each class is limited to 25 scholarships, if it doesn't take you over 85 total.
3. The ncaa allows you to go over the 25 limit by 3 scholarships to account for players that may not qualify. Again, you can't go over the 85 total.

Two years ago, UM signed 32 to scholarships. Four of them never made it to the U for various reasons. For example, during that coming year one player in the class transferred (Davis). Three didn't qualify. So, Miami finished with 28 scollys in that class. It brought them back to the maximum 85 allowed.

Roster management is complicated and very fluid. Schools that manage it well are usually very competitive. Roster management and excellent talent evaluation mean as much as good coaching in sustaining a competitive program.

Clear as mud? I'm totally confused again!

You're allowed 25 signees that will count towards the academic year. You're allowed to enroll 25 counters per year.

if 28 sign and 3 don't qualify how many do you have? and if you have 56 students under scholarship how many will you need to sign to get to 85? what your saying is not what you see in the ncaa texas a&m signed 33 so your saying they only get 25?

Sigh, learn how all this works before you post more incorrect information.

You are only allowed to sign 25 for the following academic year. You're allowed to sign however many you want that count back towards the current year, provided that year doesn't go over the 25 number too (of actual counters). So Texas A&M signed 33...which is fine, provided that 8 of those counted towards the 2012 academic year (current) and not the 2013 academic year. You aren't allowed to sign 28 players who you think will enroll in the following academic year, so your question about "if 28 sign and 3 don't qualify how many do you have?" is pointless. You aren't allowed to do that unless you sign players who are enrolling at the semester break. But you still don't get extra scholarships in case players don't qualify.

13.9.2.3.1 Exception—Counter During Same Academic Year. [FBS] A prospective student-athlete
who signs a National Letter of Intent or an institutional offer of financial aid and becomes an initial counter
for the same academic year in which the signing occurred (e.g., midyear enrollee) shall not count toward the
annual limit on signings.

but how do we know for sure that a school has offered a kid besides from the kid himself?

is their an actual, physical offer being sent to them?
