As far as the Washington finish, don't understand why after the injury the game clock didn't start running again when the play clock did.

When Texas had the ball on their second to last drive, with just over 2 minutes remaining why did the clock start running when Ewers ran out of bounds? There was then a play a couple of plays later where the receiver went out of bounds and the clock continued to run.
