IMO once Luke arrives its his job to lose I think hes that good and will shoot up the rankings. If that isnt a top 3 QB that cycle I would have to see the other 3. I think Luke wins that natty for us, its usually the 3rd or 4th QB in a elite recruiting HC's cycle that start to get it going going. The services have moved to using college offers as much as their own evals. Thus, it is college evals BUT how do the services know if the offer is truly commitable? This is how Bama has a bunch of 4-5* QBs but none are good. The services overweighed the Bama eval.
