Cleveland is a mess from the owners down. Haslams have hired like 5 coaches in the 8 years they owned the team. There are major issues at the top.

No. Different titles for each organization for his position but the top guy on the personnel and scouting dept for an NFL team are usually between $200-400k.

I'd assume this announcement of Highsmith would have to happen pretty quick for him to help evaluate the roster and OC candidates.
