I doubt it because Gaby announced the visit ahead of time and then later said he hadn't seen the kid. So, it sounds more like one that just fell through.

Maybe Gaby wasn't supposed to say anything the first time. This wouldn't be the first time a kid was on a public list and shouldn't have been. Not that I have any info on this particular visit, but there have been other names on his list that straight up disappeared.
