So I was just told I'm partially wrong. His technical job description gives him oversight in the recruiting dept because he is the head of the department. I already know he's the head of the recruiting dept. But his actual input & what the job requires from him I was told is what I related.

Correct. He’s not telling position coaches who they can’t recruit. He’s not the deciding factor when discussing who to offer or not. He’s one opinion in a room of evaluators. He’s not finalizing personnel decisions. All that to say, he’s a piece of a whole organization, nothing more.
