Is this basically saying he’s not athletic?
Not to put words in his mouth, but I think he's saying he's super fast and athletic in a straight line, but tightly wound. As in he's not super agile or flexible.

To be a GREAT pass rusher, you probably need to have that fluidity agility. Think Von Miller.

Tough, strong, fast DE's can be super productive. Data shows that more than 50% of sacks (majority) come from hustle and continuing on a play rather than beating your man with pure speed (less than 2.5 seconds).

In my database, which covered years 2013-2020, he was a 94th percentile athlete at the DE position. He was slightly ahead of Jaelan Phillips (92nd percentile) and fellow DL'man Quentin Williams (91st percentile).

The players ahead of him: Nolan Smith (Georgia), Josh Sweat (FSU), Lorenzo Carter (Georgia), Zach Harrison (Ohio State), Channing Tindall (Georgia), Carter Coughlin (Minnesota), Michael Matus (Arizona State), Jayson Oweh (Penn State), Xavier Thomas (Clemson), Azeez Ojulari (Georgia).

Pretty good group and an indication he's certainly athletic enough to be a good college player.

“Not athletic” is a little strong, lol. He is a division 1 athlete and was one of the best Sparq testers in his class, so yes he is “athletic”.

But he is a little tight hipped ie not fluid, as D said. As a rusher, he isn’t the smoothest guy when it comes to bending, which is pretty crucial for an end when it comes to pass rushing on this level. The physical talent though, size, speed, and str as mentioned, are top notch though and he can still get the job done.

Joe Jackson wasn’t very fluid either, and he racked up 22.5 sacks in 3 years.

It’s a great test for Simpson.

Chantz is not a fluid rusher but he has too much size, speed and strength to fail. He is also tough and works hard.
It’s one reason I’m glad Coach Stroud stayed on staff. Lance already made the size/athleticism comp to Jaelan Phillips (I’m NOT saying Chantz is Phillips) and I can see the similarities. At the beginning of last season Phillips was all hustle but little technique. His pass rush moves consisted of trying to beat his man around the outside and nothing else. By the end of the year, Stroud had made him a machine. Setting up guys with false steps and breaking them back the other way. Using his hands to keep tackles hands down. Getting them off balance and then easily knocking them to the side with a quick swipe. He made the jump from just an athlete to a real pass rusher. You have to learn how to rush the passer like a guy who weighs 270 not like a guy who weighs 240 because once you get into that 260-270 pound range, the guys who have that freaky natural bend to go around tackles play after play are almost non existent. ****, Greg Rousseau had one of the most productive pass rushing seasons we ever had and he has almost zero “natural bend” as a rusher. His athletic testing numbers were actually pretty mediocre but he used his other attributes to get the job done.
