Not targeting. It was a shoulder-to-shoulder hit. Osweiler (just like Ware last week) seeing clearly that it’s shoulder-to-shoulder, and yet saying that it’s an obvious “targeting” call. Notice how they didn’t call in their rules expert to give his opinion. Buddy would’ve most likely said that it looked like shoulder contact, not head.
Mendoza is a punk. He was trying to buy a first down by penalty by crying to the refs. He came running guy back in, so I’m pretty sure that he didn’t get hit helmet to helmet. If he had, buddy would have been carted off on a gurney, and into an ambulance.
