It was clearly an incomplete pass. The refs let it play out because that’s what you are supposed to do just in case knowing that replay will overturn it.
It was not really debatable.

It was close in that if the ball started coming out a half second earlier it would be a fumble, but it wasn't close at all as far as how clear and obvious it was in replay that it was not a fumble.It was close. But it was the correct call.
