agBecause we have a #5 on defense too (and punting returning is a defensive play, by definition, so the other #5 is usually on the field) and you cannot have two players with the same number on the field at the same time. It's a 5-yard penalty. Otherwise you could just put ELEVEN #5 jerseys on the field at the same time, why not?
Also, I would point out that with 85 scholarship players and walk-ons (soon to be 105 scholarship players) and the concept of "retired numbers", it is much more likely (and the NCAA has allowed for) teams to have two different players using the same jersey number, and they are supposed to play on opposite sides of the ball (offensive player gets a number and one defensive player can have the same number).
