That person doesn't know what he's talking about. No NLI anymore, and there is nothing for a transfer to "sign" with the school other than financial aid and registration materials. Maybe he signed something with a collective, but that's not signing with the school.

But they are signing something. I think they are signing same as HS players. Now it seems if within school Portal window they can just enter. I only have seen one case so far where the signee is trying to back out and for some reason, the school is fighting it so he filed a lawsuit. Maybe @TheOriginalCane can remember his name so we can search the case.

I agree that the LOI has pretty much gone away, but I believe it has been offset by the beefed-up Financial Aid Affidavit. The old Financial Aid Form was something you could sign with multiple schools and was not nearly as binding at the LOI.
We have already had some prior discussions as the new FAA impacts Portal transfers (supposedly there is a new clause in the FAA for transfers that says if you sign, you have effectively exited the Portal, and would need to re-enter if you don't enroll). Thus, some transfers have sought RELEASES from the FAA when they have changed their minds on enrollment.
Similarly, it does look like the new FAA is binding on players, much as the old LOI was. When Dallas Wilson wanted to enroll at Florida rather than Oregon, he also had to get a Release.
So, ya'know, I don't know. Not fully. But it certainly seems that the paperwork being signed, whether you call it an LOI or an FAA, is binding on the players and schools.
