Small group of guys at the top with final say.
Regional guys influence that group the most.
State or College based reporters / "scouts" often post their own state or region rankings and often vary greatly from the national list.
They visit camps, but most of them don't know what they are looking at anyway.
They watch highlight films.
They may watch some of the big televised games, but again, most don't know what they are looking at, especially in the trenches.
With that said, most of the guys involved...regional and national guys barely watch anyone...Maybe you can get a reasonable take from these guys on someone in the Top 100 or 150 if its their region, but beyond that, good luck. For example, Ivins isn't out here watching FIU, UCF, USF, FAU type recruits...he might have watched with some very shallow depth...25 guys heavy (saying it lightly) in the state.
The ratings constantly change throughout the process. It USED to be heavily influenced by subscriber base, but with that meaning a lot less now than it did say...10 years ago, there is still some slant with players that are uncommitted flowing to the top of the rankings after updates.
My biggest issue with these services is no one has ever really taken it upon themselves to add anything beyond surface level takes. Its always the same positive nonsense and token soundbites that really provide no factual information about the player or how he'll transition to the next level.
