The way I read it is that he's saying there's no timetable for changes and he won't be pushed into one. He's already said he's going to evaluate everything - whether he does that is another matter.

I don't see a problem with that IF changes are made. If he's just stalling (which the reference to the sanctions thrown in at the end horribly suggests) then he should be fired.
