"The market"? The issue is the business. Was projected to have revenue in excess of $1 Billion in year 2, and revenue was something like a scant $25 million, with operating loss adjusted to something like $165 million (after taking out depreciation of $400M). Operating losses have been funded by Ruiz and a partner each year. Stock opened at $10 and last Summer had to do a reverse split 1:25, in order to keep from being delisted on Nasdaq. There are barely 9 million shares trading, and the stock was below $1.00 again today. Fortunately Miami has other wealthy donors who are funding NIL. A couple are actually billionaires and staunch UM supporters.
