Don't think Portal players sign anything technically "binding". Maybe grant in aid packages and agree in principle to NIL deals, but I don't recall there being a true LOI. They just enroll.

Salter looks like he would have fun behind UM's OL. He had almost 3000 passing yards 32 TD's and 6 ints AND added 1089 rushing yards and 12 rushing TD's. He would tear up the ACC with our schedule in 2024.
