Why does this matter for transfers now? They wouldn't enforce the eligibility rules until next football season. They would not be enforcing it within the next 14 days you transfer.

This is seemingly a 14 day purge for any players that want to transfer for a second or third time

It's only a 14 day purge for people that are currently ineligible for being a double transfer: Basketball players and any football bowl games in the next 2 weeks.

If a guy double/triple players transfer now, their eligibility decisions will not be made until August/September of next year when the rule could be back in place. The Jackson-FSU and Walker-UNC decisions didn't come down until weeks before the season started this year. The same thing could happen with any of the people who chose to transfer these 14 days. Someone with good advice would not transfer this window and wait to see if the TRO is changed to an Injunction while the case is pending.
