Can’t imagine the ncaa gives him a waiver. There really isn’t a reason for it.
Probably a better chance if he tries to sue the NCAA for the 5 year eligibility rule. The current fed court injunction against the NCAA that is now letting athletes transfer twice was based on the ruling that the one time transfer rule “unjustifiably restrains the ability of these college athletes to engage in the market for their labor as NCAA Division I college athletes.” Don't see why that same reasoning wouldn't apply to 5 year eligibility. Kids change majors all the time, they should be able to play D1 sports for as long as they are fully enrolled in classes.
