I believe it.. First off "I want to be' doesn't mean "I'm signing the papers." And second, wouldn't be the first time a kid said he was coming then signed somewhere else the next day.. or even the next few minutes..

So two things can be true. He signed the papers, but he never sent them in, so nothing is binding and we can still talk to him.
