I don't see it this way. I think most of this (all except the loan perhaps) are things UM has agreed to. The allegations are mostly about Armstrong, Debose and Dye receiving free lodging, meal, transportation etc. during unofficial visits and other players already in school receiving illegal financial benefits. UM agreed to most of it, had the players serve their suspensions and make financial restitution.
The fact that the players (all except perhaps A. Johnson) went along with it tells me they admitted to the NCAA that it occured. So, I think that UM will face whatever additional penalties associated with these allegations involving Hurtt and Hill no matter what they do to these two ex-coaches.
