Ehh I think you guys are thinking of the phrase "brick by brick" in general, which dates back to a Roman emperor.. but I haven't heard this specific quote anywhere except from Mr. Smith and those quoting him.

I actually went to UGA, I have never heard this either..i think it might be in reference to the G on the helmet. (as well as a spin off of "the U".)

Harsin at Arkansas State uses the "Brick by Brick" saying too. It's all over the football ops office and they got wristbands made for the team and staff.
