Yep, the full impact of sanctions wont be felt right away assuming they are close to 85 right now. The impact will be felt gradually as you get less and less kids to replace the graduating ones. By years 3, 4, 5, 6 they will probably have max 60 ish kids, and not the 4-5 star kids either. They'll go through what we've gone through since 2004.
