I think the main reason the guy is on the team is his blocking. I have not seen his PFF grades but if he is one of the better blocking TE then he has an obvious role. If not, then it is a mercy situation decision by the coaches. They are allowed to do that whether we the fans like it or not. It is a good practice in limited situations.

He should have a role on the goalline/short yardage stuff as a blocker. He's more than welcome to be the personal protector on punt and the first line on kick return.
