What does that mean? You didn't answer the question: How does tackle without a shoulder to the head = "just let him catch it"? Most every tackle you see in football does not meet the targeting rule. You see entire games of tackling without one that meets the targeting rule. Arguing that you must target or else it's "2 hand touch" is ridiculous.

Then the last play where the flag was picked up could have been targeting. There are rarely good form tackles. Most tackles in space are made by leading with the shoulder and not wrapping up.
