From what I read he can do it but there could be penalties. What penalties would these be ?

There are penalties. The recruit gets sent to the White House to eat cold McDonald's.

Are you referring to anyone specifically?
Too the early signees and if they wanted to sign with Miami for example Bogle.
There was the case where the offensive lineman sent a signed LOI to Miami’s, then a short time later sent one to the Gators. This was back in 2000, and there was some controversy about it briefly. Butch released him from his Miami commit...why be bothered with it?
Good old Jon Colon. Butch ultimately let him out of his LOI and a few years later Jerome McDougle ate his lunch all day in the Swamp.. which was beautiful to see.Jonathan Colon, an OT outta Miami Central.
Didn’t this situation happen with seantrel Henderson? USC just let him go.
That was my boy big country what happen was he signed his letter of intent the night before which was illegal and then on national signing day he had a change of heart and signed with Florida. UM then flagged his SAT and ACT test scores (which they had took care of ) and he had to go to prep school for a year then to UF.There was the case where the offensive lineman sent a signed LOI to Miami’s, then a short time later sent one to the Gators. The NCAA allowed USC signees to be released from their letter of intent due to the Reggie Bush Infractions. Just like they let kids transfer out of Mississippi and Baylor without having to sit out a year.Didn’t this situation happen with seantrel Henderson? USC just let him go.
