Marshall I'm sure didn't have to conform to the stringent building codes we have here in Dade County. Building that monstrocity with a Hurricane Proof rating must have raised building costs dramatically. I'd also bet the City of Coral Gables made them jump through a million hoops before giving final approval for it to be built
And as far as the whole Dade-Broward debate, I wonder how much the African American population has flipped starting with Hurricane Andrew and increased steadily as Dade has slowly gentrified areas like the Grove, South Miami, Midtown and all up Biscayne.
