Probably the last day OF the Portal Window 1. You could enter and pick a new school on the same day.

Don't forget, there will be Portal Window 2 at the end of spring. So this isn't over yet.

Finally, players can graduate at any time and move on to grad school. So there could be (some) player movement as late as August.
