Yea this is for basketball. The one time CFB transfer is different. This is for current kids who have transferred.

100% true for 2020/2021 due to Covid. I'd like to see it be toast for good along with ICs for one-time transfers.

"Immediate eligibility for ALL transfers athletes..........except Issiah Walker, we'll get back to you on that"

Walker can play in the ball game. Depending on how this gets implemented, any kid that signs before Spring could technically be counted towards 2020.
