Other than can't cover and can't tackle I thought Hill was a great pickup.
Hill had a pretty disappointing season, but I also suspect his injury hurt his ability to be ready/effective for the season.
Of course, >99% of UM fans didn't know he had a hamstring issue because Mario treats injury news like it requires TS clearance.

100%. Not disagreeing with you, but a bad hamstring injury can be tricky from a recovery/timing perspective. That said, when you see it's still effecting him, as a coach you need to take him off the field.
On your second question, ugly combination of bad self-scouting and poor development/coaching.
