a) that a school that easily raised a billion dollars, that had one booster alone transform the facilities (unprompted), that has the largest and wealthiest NFL alumni base, that is one of 3 national power teams located in a major metro areas, that charges 50k a year for tuition, that is in a conference that collects nearly 20 mil a year just for being on TV, is just helplessly incapable of infusing donations into its football program.

B) that same school has decided such spending isn't important? That when a very powerful president comes in who is determined to dramatically transform the academic/social landscape of the University, the university perhaps decided not to spend beyond what they deem as appropriate for an amateur team?

There is a difference between not beig able to spend, and not being willing to spend.
