In these neutral site games each school gets an allotment of tickets that they can use anyway they choose. I do not know the
specific rules when the tickets are given to recruits, most likely have to pay their own way.

The Miami/Florida game happened during the dead period, so neither team could have face-to-face interactions with the kids. They could, and they did, agree to provide tickets to recruits to attend.

They have to agree to allow recruits and the number of recruits. I think the number was 75 per team plus 2 tickets for the parents.
