Self-Imposed Scholarship Limits

Was it common knowledge prior to Golden's press conference yesterday UM was self-imposing scholarship limits? This was the first I heard of this and seemed like big news. Did I miss something?

There were vague references to scholarship limits in the past, but what surprised me was he came out and said they self imposed VISIT restrictions. Only had 27 official visitors instead of the 45-50 or whatever they are allowed.
