Recruiting Heads: Bama and the #s

Not really Miami related but:

Bama has 26 verbals currently and the new rule only allows then to sign 25. They had 22 last year so does that mean they can still bring in 28 as long as 3 are EEs?

If they sign non-qualifiers and they don't make it, do they still count?

According to popular opinion Alabama is recruiting so well they will win the MNC the next four years.
Assuming they get past LSU, of course. ;-)
