How is the home team decided in this bowl game?

I just saw a pic of our team wearing the storm trooper uni's (with what looked to be a custom painted helmet). So clearly we're the road team. Im wondering how that's decided?

If it's the same conferences in the bowl every year, I would imagine they rotate each year. I know this bowl hasn't had the big east / AAC but it has had the ACC for a long time. In 09 we were the road team. It's 2013 and the ACC is road team again. I have no idea what happened in other years, but maybe the ACC is the road team in odd years.
