NY DMA TV for the game

Can anyone explain this one to me. Seems like the only way to get the game is through DTV or Dish?

I am pretty sure it is being shown on ESPN3, but with the new rules they have about being able to watch certain ESPN3 games with certain carriers/packages, I have no idea who can actually get the game even if you have ESPN3.

Does Fios carry the Collge Football Package from Espn? If so, most carriers allow you to order a single game. Usually costs about $20

I checked espn3 and it shows it's on there. Does not say that it is blocked out anywhere.
