I do not know for sure, but like you, I have assumed that the new guys coming in were justwaiting for waivers and/or admissions to process paperwork. However, I took a closer look at the roster and realized that we were at the roster limit. For us to have a new guy start practicing before the season, someone needs to be cut, i.e. a walk-on who is not a 'preferred' walk-on.
That may soon change if Dewey does not report, allowing another guy to be added. In the meantime we are at the 105 max.
