NDIANAPOLIS -- The NCAA adopted five new rules for football, dealing with recruiting and coaches' access to players during the summer.

The Division I Board of Directors on Wednesday said in a news release the rules are effective immediately.

• Allowing football players to participate in eight hours per week of required weight training and conditioning. Up to two of the eight hours can consist of film review.

• Prohibiting school staff members from attending all-star games or activities associated with those games.

• Establishing an extended dead period when no in-person recruiting can take place in December and January. For 2013-14, Dec. 16 through Jan. 15 is now a dead period.

• Establishing a 14-day dead period in late June and early July for FBS schools.

• Allowing schools to pay for meals for up to four family members who accompany a recruit on an official visit.

In other business, the board asked the Leadership Council to study whether heavy reliance on online courses is appropriate for student-athletes.

So they won't let coaches recruit during bowl season? Don't like that at all.

I guess it's an unfair advantage for teams who aren't in bowl games (one we took full advantage of two years in a row).

I was actually on the opposite thought thinking it's unfair to not allow a coach/program to use the possible prestige of his bowl game to recruit.

You know guys like Nick Saban and Brian Kelly were calling recruits as much as they could the month between the end of the year and the BCS Title Game.

I think it'd be the opposite myself. When you're preparing for a bowl game, especially a BCS bowl, you don't have the free time to go out and recruit. I know our staff took full advantage of not having to prepare for a bowl game by going out and hitting the recruiting trail hard.

Yes. Not having to split time cause we know how critical it is for the lifeblood to recruit especially when your in on the final stretch but concentrating on the big game with you current team is just as important as that's the last remembrance of your season
 
It says "In Person" recruiting. Would that only include face to face visits......phone calls and texts permitted?

Did you guys not know that there has always been a dead period in December. This is nothing new. The change to it is that it's just longer. Just checked the dead period for last season and it was from December 16th to January 2nd. With the exception of the teams in the MNC, the season would be over and bowl games already played so the only difference now is that recruiting can't start up again until all teams are completely done.

Gonna be tough for teams that are trying to rebuild now.
