This is TRUE. Joe Paterno seriously considered coaching at the U. Below is an article from Philly.com, I originally read about this while working on an industrial project in State College PA, in a much longer article in the local rag. I imagine he would have brought his staff as well, Sandusky.

Penn State coach Joe Paterno told the New York Daily News he gave some thought to an offer to coach at the University of Miami.
Paterno was approached first in the 12-day search, which ended with the hiring of Dallas Cowboys defensive coordinator Butch Davis in January.
"I did give it some thought," said Paterno, who has been critical of the Miami program and would have tried to remake the school's renegade image. "I slept on it, because it was flattering. To have a new challenge in my life, at this stage of my life, made it worth considering."
